The upcoming local elections in Colombia on October 29, 2023, represent a challenge for the National Civil Registry (RNEC) in terms of enhancing inclusive political participation as well as managing logistics.
Recognizing the importance of political inclusion and full socio-political incorporation of armed conflict victims and former combatants, the International Affairs Office of the RNEC, with the support of the United Nations Development Program (UNDP) and funding from Sweden, implemented the project ¡Join the democracy route! This program trains citizens, candidates, victims, and former combatants on political rights and civic and democratic values and introduces the pre-during-post electoral process. |

The project began on July 26, 2023, in the departments of Cauca (Santander de Quilichao, Buenos Aires, and Caldono municipalities) and Meta (Mesetas and La Uribe municipalities). In the first phase, it has impacted around 200 people, and the purpose of the project is to expand it to 550 people. NEBE Conducts its 3rd Referendum |
|
|
On July 5, 2023, the National Election Board of Ethiopia (NEBE) presented the report of the latest referendum conducted in six zones and five special districts of the Southern Nations Nationalities and Peoples (SNNP) Region of Ethiopia.
Based on the authority given to NEBE by Proclamation No. 1162/2019 and Article 4 of the Constitution, NEBE is responsible for conducting various types of elections, including referendums. Referendums are conducted upon direct requests from the House of Federation (HoF).
Following such request, NEBE conducted the referendum in six zones and five special districts on February 6, 2023.

Due to major irregularities in one of the five zones, Wolaita, the NEBE Board, made a decision to annul the result of the referendum for the Woliata Zone alone and to conduct a re-referendum in the Zone. The Federal Police conducted a thorough investigation, following which both the Federal Police and the Ministry of Justice confirmed instances of multiple grave operational infractions.
Following a series of consultations with stakeholders, NEBE enlisted, for the re-referendum, a workforce of 9,060 poll workers, with 5,436 from Addis Ababa and the remaining 3,624 from the Wolaita Zone. NEBE provided the poll workers with training and conducted the re-referendum on June 19, 2023, in 1812 polling stations in the Wolaita zone.
Overall, the referendum was conducted in six zones and five special districts of the SNNP at a grand total of 4,471 polling stations, with support from 35 referendum regulation centers. 22,355 poll workers participated. Out of 53,155 voters who voted in the referendum, and out of these valid votes, 51,467 voted for the establishment of a new Regional State. Since the re-establishment of NEBE in 2019, the Board has conducted one general election and three referendums. |

The Central Election Commission (CEC) of Georgia organizes the 11th Annual Meeting of Election Management Bodies (EMBs) on the topic of "ICT and ICT-Related Disinformation in Elections.” The meeting will take place in Batumi, Georgia, from October 25-26, 2023.
The conference will discuss the challenges posed by disinformation campaigns fuelled by ICT and their detrimental effects on the integrity and transparency of electoral systems. The conference will also highlight the importance of collective action and collaborative efforts in addressing this critical issue. The middle autumn gathering will bring together distinguished EMB representatives, as well as electoral experts and practitioners from around the globe.

Kim Yong-bin, the new Secretary General of the National Election Commission (NEC) of the Republic of Korea, took office on July 26.
The NEC of Korea held the inauguration ceremony of Secretary General Kim on July 26 at the auditorium of the NEC Secretariat Office, attended by the Standing Commissioner and all levels of officials. In his inauguration speech, Secretary General Kim suggested to employees the future direction of the NEC, saying, "We will restore public trust through organizational reform and fair election management that meets the public standards."
First, he emphasized the innovation of the organization. Secretary General Kim called for the NEC officials to make efforts to reform its overall affairs and perform organizational innovation to restore public confidence. Furthermore, Secretary General Kim said that the NEC should put the people first. He asked the officials to bear in mind the constitutional responsibility of fair election management and to have an attitude of integrity as public officials. The new Secretary General also asked for all-out efforts for the upcoming 22nd National Assembly elections.

Friday, August 11, 2023, was a great day for the Malawi Electoral Commission (MEC) as it launched two documents: the 2023-28 Strategic Plan and the 2025 General Election Operational Plan in Lilongwe.
The launch was held under the theme “Enhancing Cost-Effectiveness in Election Management through Digitalisation.”
The MEC Chairman, Justice Dr. Chifundo Kachale, said the Strategic Plan reflected the collective vision of the Commission, encapsulating its aspirations, goals, and objectives. He said the plan would guide the Commission's activities over the next five years, enabling it to respond to the evolving electoral landscape and adapt organizationally to better fit the conditions of the future. He added that the plan aims to enhance the efficiency, credibility, and inclusivity of the electoral process, thereby strengthening public trust and confidence in the MEC. The Strategic Plan is the fifth since the establishment of the Commission in 1998. It has four pillars which are Electoral Environment, Internal Business Processes, Electoral Operations and Information Management Systems, and Monitoring and Evaluation. |

The UNDP Deputy Resident Representative, Mr. Challa Getachew, thanked the MEC for the great effort put into the development of the Strategic Plan and the Electoral Operational Plan. He said that the Strategic Plan is a result of extensive research and stakeholder consultations, and will assist the MEC to consolidate and build on the positive reforms and innovations from the last election.
The new vision of the Commission is to be a professional and trusted electoral management body that delivers credible elections in Malawi. This is supported by the mission, which is to deliver credible elections according to the laws of Malawi to entrench democratic values by implementing MEC's activities in a free, fair, transparent, cost-effective, and inclusive manner. MEC and NRB Sign MOU Ahead of 2025 General Election |

On July 24, 2023, the Malawi Electoral Commission (MEC) and the National Registration Bureau (NRB) signed a Memorandum of Understanding (MOU) to strengthen their partnership at a ceremony held at the Ministry of Homeland Security Boardroom in Lilongwe. The MOU marks the second of its kind, reinforcing the relationship as the country prepares for the General Election on September 16, 2025.
Dr. Chifundo Kachale, the MEC Chairman, and Dr. Kenneth Reeves Zikhale Ng'oma, the Minister of Homeland Security, represented each organization.
The MEC Chairman expressed gratitude for the positive collaboration between the two institutions. Moreover, he acknowledged the benefits derived from the first MOU signed in 2017, which led to the electoral management benefiting from the civil register data in building the voters’ register. The Commission only captured textual details of the voters and extrapolated biometrics and photos from the national civil register to build the voter register. This was the most accurate and trustworthy voter's roll in history.
The Minister of Homeland Security stressed the importance of adhering to specified timelines for issuing national identity cards and directed the NRB to implement a fair and unbiased national outreach registration exercise, encouraging all citizens aged 16 and above to register.
With the MOU now in place, both MEC and NRB are poised to strengthen their collaboration as they work together to ensure credible, transparent, and successful General Elections in 2025. Read more |

Madeira to hold elections on September 24 |
|
|
In the Autonomous Region of Madeira, elections will occur on September 24, 2023. As the supervisor of all the electoral acts in Portugal, the National Electoral Commission (CNE) officials were deployed to the region from 24-28 July to meet with the local entities.
The purpose of this visit was to ensure that the upcoming Regional Elections have been prepared well. The CNE officials met with all those involved in the electoral process, including the Representative of the Republic, the President of the Legislative Assembly, political parties, security forces, media, and the President of the Regional Government of the Autonomous Region of Madeira.
In these upcoming elections, people registered on the islands of Madeira and Porto Santo will cast their ballots to determine the composition of the next Legislative Assembly. Based on the electoral act, only Portuguese citizens and citizens of Brazilian nationality who had the status of equal political rights registered in the Autonomous Region of Madeira can vote.
Located in the middle of the Atlantic, Madeira is one of the two Autonomous Regions of the Portuguese Republic, endowed with a Political-Administrative Statute and its own governing entities. It has about 250 thousand inhabitants, and Funchal is its capital. It is one of the main tourist destinations in the world.

On July 28, 2023, the Central Election Commission of the Russian Federation (CEC of Russia) held a special session at the “Russia-Africa Economic and Humanitarian Forum” in St. Petersburg. The discussion entitled "Electoral Systems amidst Challenges to Electoral Sovereignty: Legislation and Technology” focused on risks and responses that arise in front of election organizers.
“We see two major challenges – technological and geopolitical,” stated CEC Member Pavel Andreev, who chaired the session. "Electoral standards are the foundation for the voters’ trust and the legitimacy of the vote, which in its turn is the basis for the stability of a nation. We are prepared to share the experiences and solutions and consider this dialogue a contribution to global stability, which is in high demand these days.” |

Russia and Africa Develop Dialogue in the Electoral Field |

Participants, who represented the Russian Parliament and civic society, electoral expert community, and technology companies, discussed how electoral systems employ digital technologies and ensure their cyber security, develop legal frameworks to resist external influence on national elections, and approach the standards of international observation.
The representatives of election management bodies of Namibia and Cameroon spoke about their electoral systems along with the challenges they face.
“Namibia has, over the years, introduced electoral reforms, including the acquisition and implementation of modern technologies to enhance efficiency,” – Namibian Chairperson Elsie Nghikembua shared in her speech. She also emphasized that: “The holding of elections, including the use of technology, is a sovereign decision based on a legal framework of the specific country. There should be no room for external control and influence.”
The event launched an important discussion on electoral cooperation within frameworks of major international forums.

A-WEB Mission Observed 2023 Guatemalan Presidential RunOff |
|
|
The Association of World Election Bodies (A-WEB) has dispatched its members to observe a runoff presidential election scheduled for August 20, 2023, in Guatemala. This initiative comes in response to an invitation extended by the Supreme Electoral Court (TSE) of Guatemala. The first round of the election took place on June 25. The A-WEB Mission, led by Dr. Carmen Milagros Velarde-Koechlin, who serves as the Head of the National Civil Registry of Peru, comprises four election officials from three countries: Colombia, Paraguay, and Peru. Their deployment will be centered in Guatemala City, the capital of Guatemala, from August 17 to August 21.
On August 19, the TSE of Guatemala facilitated an opportunity for international observers to witness the collaborative efforts between TSE, volunteer citizens, and other governmental bodies in preparing for the election. In the subsequent presentation, TSE detailed its transmission and security mechanism. They highlighted their use of blockchain technology to ensure the security of transmitting preliminary election results. On August 20, the citizens of Guatemala participated in a presidential runoff election. At 5:45 AM, all the international observers embarked on an observation mission to witness the commencement of voting at the Centro Deportivo Parque Erick Bernabe Barrondo. The observers noted the presence of all polling table members at the precinct, with arrangements made to facilitate smooth voter turnout. |

Later in the day, the A-WEB Mission visited five voting centers located in Zones 5, 10, and 15 of Guatemala City. Notably, many of the polling table members had previously worked during the initial round of the elections held on June 25. This experience was evident as they executed their tasks with apparent proficiency. The observers then proceeded to the Benemerito Comite Pro-Ciegos y Sordos de Guatemala voting centers to oversee the vote-counting and transmission processes. As the polls closed at 6 PM, the poll workers promptly initiated the vote-counting procedures, adhering to the provided guidelines. The Mission observed that the polling table members diligently completed the necessary documentation and transmitted the preliminary vote-count results. Upon the dismantling of polling booths, the proper packing of associated materials, and the submission of paperwork to designated locations by the poll workers, the international observers concluded their visit and departed from the voting center. A-WEB Election Observation Mission in Ecuador |

At the invitation of the National Electoral Council (CNE) of Ecuador, A-WEB sent its Mission to the country to observe general elections and a referendum scheduled for August 20, 2023. The Mission comprises four representatives from four countries, including Belgium, the Dominican Republic, El Salvador, and Peru. The observers visited polling stations and the Precinct of Transmission, and Publication Minutes (RTPA) in Quito, the capital of Ecuador. On August 17, Ms. Diana Atamaint, President of the CNE of Ecuador, welcomed international observers and stressed that their presence would contribute to ensuring the credibility and accountability of the elections. On August 18, members of the A-WEB Mission had a briefing session. At the session, Mr. Regis Dandoy, a political science professor at the Universidad San Francisco de Quito (USFQ), presented an overview of election management in the country and important issues in the 2023 Ecuadorian general elections and referendum. The A-WEB Mission also had a chance to observe the home voting. On August 19, the overseas voting took place. The Ecuadorian voters residing abroad exercise their right to vote through telematic voting. The A-WEB Mission attended the opening ceremony of the overseas voting held at the CNE building and observed the helpdesk workflow.
The next day, August 20, general elections and a referendum in Ecuador took place. The A-WEB Mission began its activities in the early morning by observing the opening of polls. The poll hours are from 07:00 to 17:00. According to the Democratic Code, voting in Ecuador is compulsory. The Mission visited polling stations in different districts of the central & south of Quito, to observe the voting process. Members of the Mission saw male and female voters cast their ballots at separate polling stations. When the polls ended at 17:00, the observers watched the vote-counting process. Depending on the region, voters received from four (4) to six (6) ballots. It had been expected that the counting process could take up to 12 hours. After observing the vote-counting process, the Mission went to visit the Media Center (Centro de Mando) to attend the presentation of preliminary results of elections organized by the CNE, which was published online as well. On August 24, 2023, the Association of World Election Bodies (A-WEB) and the International Republican Institute (IRI) co-hosted a session on ‘Formal Institutions, Youth, and Electoral Mobilization in Asia’ as a part of the 8th Asia Centre Forum on Elections and Democracy. |
|
|
Many panelists and participants, including representatives from the International IDEA, the Westminster Foundation for Democracy, scholars at university and research centers, and technology firms including Google and Meta, gathered to share views and insights, hoping democracy in the region develops further.
A-WEB had two panelists from the COMELEC of the Philippines and the CEC of Taiwan. Ms. Esmeralda Amora-Ladra, a former director IV, and Commissioner Dr. Chao-chi Lin, respectively, presented their own challenges and exercises concerning promoting young citizens to vote and participate in political spaces. Along with the two, IRI shared how young voters are getting more engaged with the political activities of parties and IRI’s initiatives. IRI also had two experts from field offices in Pakistan and Sri Lanka.

On August 2, 2023, representatives of the A-WEB Secretariat visited the main offices of the Election Commission of Pakistan (ECP) in Islamabad. This visit was followed by attending the groundbreaking ceremony of the permanent headquarters of the A-WEB partner organization, the International Parliamentarians Congress (IPC). During the bilateral meeting, the ECP team provided valuable insights into the organizational set-up and the preparations for the upcoming elections, and explained that registration for voters ended on July 20, 2023. During the meeting, the ECP team also explained their efforts to promote gender parity and the inclusion of minority groups in all electoral processes. Furthermore, the ECP introduced ICT tools to provide voters with information on the location of polling stations, deadlines for registration, information on voting procedures, etc. |

The A-WEB Secretariat delegates took this opportunity to introduce the main A-WEB projects and events, including the 6th General Assembly meeting that will take place in Colombia in 2024. Argentina Primary Election for Presidential Candidates (PASO) |
|
|
Javier Milei, a right-wing politician, won the primary election to choose nominees for presidential elections in October with 30.5% of the vote. Milei campaigned on a platform of economic liberalization, crime and corruption reduction, and debt restructuring. Turnout was 69.6%, which is the lowest turnout for a primary election in Argentina in over a decade. Read more |

Guatemala Presidential Runoff Election |

|
Bernardo Arevalo, the son of former president Juan Jose Arevalo, won Guatemala's presidential Runoff election on August 20. Arevalo, who ran on a platform of reducing poverty and inequality in Guatemala, won with 58.6% of the vote. Only 45.10% of eligible voters turned out to vote, which is a significant drop from previous elections. Read more |

Luisa González of the Movimiento Revolución Ciudadana party won the first round of Ecuador's presidential and legislative elections with 33.61% of the vote. She has promised to address crime and inequality by enhancing public spending and social programs. Official turnout figures show that 82% of voters headed to the polls. She will face the surprise second-place finisher Daniel Noboa in a run-off election in October. Read more |
